Job market paper: Effects of Limited Traffic Zones on the Rental Housing Market: Evidence from Milan

Abstract
Traffic-calming policies have become a popular measure to improve the urban environment with respect to air quality, congestion, traffic, etc. However, such policies often have unforeseen unintended effects, underscoring the crucial significance of considering the broader impacts that could potentially undermine the equitable achievement of green policy objectives. In this paper, I focus on a recent driving policy shift, introduced in Milan, and explore its impacts on the rental housing market. By gathering daily housing data, published on Italian real estate website Immobiliare throughout 2022, and employing difference-in-difference with various fixed effects, I find that in the light of driving restriction, the proximity to the metro capitalizes in a 5%-7% price increase per squared meter. I further explore the channels, through which this capitalization occurred.
